Long-Term Experts

The cooperation framework agreed on in record of discussion is comprised of three basic systems: a) chief advisor /economic policy; b) institution building; and, c) human resource development and project coordination. In Egypt, a stable administration has yet to become established after the revolution of 2011. In addition, Ministry of Planning, Monitoring and Administrative Reform (MOPMAR) has not employed full-time staff for the past 26 years, and waves of aging employees and retirees are beginning to sweep over the organization. At the same time, MOPMAR needs to work on both new hiring that was resumed last year and reform of the personnel system. Therefore, MOPMAR is being required to adapt to changes in the external environment as well as reform within the organization.

Dr. Shinji NARUO, Chief Adviser/Economic Policy

As project leader, we will serve as the liaison to MOPMAR and the coordinator between the JICA Egypt Office and JICA’s Middle East and Europe department. As economists, we are also expected to analyze the economic policy of Egypt and provide policy recommendations to MOPMAR and other relevant ministries and agencies on an as-needed basis. We will also be required to provide advice to MOPMAR regarding planning and implementation of the national development plan, and provide cooperation in the streamlining and reform of national development planning and implementation as experts.

For this task, we will assign a system development expert; however, it is difficult to cover all the areas alone. Therefore, we plan to have an expert in general/economic policy described in a) General/economic policy above to provide support in the areas of national development planning and implementation and organization theory, while a training/task coordination expert who has practical experience as an attorney and is scheduled to be assigned to b) Training/task coordination will provide support in legal and administrative areas.

In addition to task coordination in Egypt, we will provide assistance to System development above as well. In this Project, we will need to hold many training sessions, seminars, and workshops in Egypt, and therefore it will be necessary that we cooperate with MOPMAR’s staff working for the capacity building (CB) and carry out those events smoothly.

Mr. Hiroshi MAEDA, Human Resources Development, Task Project Coordination

Planning and implementing training in Japan will require making appointments, coordinating and negotiating in Japan, as well as attending the training in Japan. Therefore, we will independently assign a person in charge of planning, coordination, and implementation of training in Japan. This person will participate in training in Japan from the stage of planning training with MOPMAR in Egypt.

Short-Term Dispatched Experts

We will dispatch experts to Egypt on a short-term basis in the following four areas.

We plan to send these experts to Egypt twice for each area. In the first dispatch, experts will engage mainly in field studies and exchange opinions and information with persons involved in Egypt. In the second dispatch, experts will put recommendations together based on field studies and hold an open seminar jointly with persons involved in Egypt. They will subsequently compile the outcomes of the seminar in a booklet and provide it to persons involved to contribute to policy formulation. (Accumulation of policy information)

  1. Conduct a study of the state of vocational education and the current situation of the employment system in Egypt (interviews of local persons involved, information exchange, workshops)
    • Problem awareness 1: We want to take action to lower the high unemployment rate
    • Problem awareness 2: We want to raise the technology level of industries and companies in Egypt
    • Problem awareness 3: We want to revitalize the education system and vocational training organizations
  2. On those occasions, provide information such as the state of vocational education and the employment promotion policy of Japan.
    • How does Japan’s manufacturing industry maintain high technology levels?
    • Various activities to promote employment (government, educational institutions, corporate side: industry-academic-government cooperation)
    • Japan’s activities for employment promotion in vocational schools, technical colleges, in-house training, universities, employment agencies, etc.

  1. Present a draft of vocational education policy in Egypt (review the current situation and issues and compile recommendations).
    • Determine focus points based on the results of the study conducted in the first dispatch.
  2. Hold a joint seminar in Egypt with local persons involved and announce recommendations

  1. Compile a booklet of policy recommendations in cooperation with JICA’s project team in Egypt and publish it in Egypt.

  1. Conduct a study of an overview for energy and the current policy situation in Egypt (interviews of persons involved in Egypt, information exchange, inspection of energy-related facilities, workshop)
  2. On those occasions, provide information on the overview for energy and policy situation in Japan.
    • Seriousness of the energy issue in Japan (dependence on oil imports, standstill of nuclear power generation)
    • How the government regards the issues and sets policy goals
    • Systematic efforts for attaining policy goals (measures, projects)

  1. Present a draft of Egypt’s energy policy (review the current situation and issues and compile recommendations)
  2. Hold a joint seminar in Egypt with local persons involved and announce recommendations.

  1. Put policy recommendations together in a booklet in cooperation with JICA’s project team in Egypt and publish it in Egypt.

  1. Assess the current situation of the transport system in Egypt and research the current situation of transport policy (conduct interviews of local persons involved based on the preliminary review of JICA’s transport master plan)
  2. On those occasions, explain the overall picture of the transport industry in Japan and provide information on transport policy.

  1. Present a draft of transport policy in Egypt (review the current situation and issues and compile recommendations)
    • Provide advice on the transport system as an important social infrastructure for national land development
    • Development of a transport system is essential for economic development and regional development
  2. Hold a joint seminar in Egypt with local persons involved and announce recommendations
    • We plan to hold a seminar jointly with Egypt’s Ministry of Transport.

  1. Compile a booklet of policy recommendations in cooperation with JICA’s project team in Egypt and publish it in Egypt.

Conduct a study of the industry picture in Egypt (industrial structure, employment structure, small and medium-sized companies, local industry, trade, state-run companies, PPP, industrial complex development, regional development) and industrial policy (hearing of local persons involved, inspections of the industrial complex, information exchanges, workshops).
  2. On those occasions, provide information on Japan’s industrial structure, employment structure, business parks, and so on and information such as that on the history of industrial policy in postwar Japan, outcomes, and issues.

  2. Hold a joint seminar in Egypt with local persons involved and announce recommendations.
